Velta was born in Purcell, OK on January 16th, 1929 to John Munson and Bertha Isabel (Rollins) Allen. She and her sister were raised by their mother and the three remained very close throughout their lives. Velta graduated from Edmond High School where she met the love of her life, Robert “Bob” Stringer. The two attended UCO together and married in 1949. They soon welcomed daughter Karon and son Wes with Larry following a few years later. The family moved around the state often for Bob’s work with ODOT. Velta was an active member of First Christian Church wherever they went, often playing the piano and even working as the church secretary for a time. She was a member of Eastern Star, Extension Homemakers Group, and other ladies social and bible study groups, but the role she loved most was that of wife and mother. The couple moved to Perry and put down roots in 1972 where Bob was the Division Engineer at ODOT until he retired. In retirement, they loved to travel and dote on their grandchildren and great-grandchildren.

She was preceded in death by her parents, John and Bertha Allen, husband, Robert “Bob” Stringer, daughter, Karon Byford, and sister, Virginia O'Niel.

She leaves behind her two sons, Wes Stringer of OKC and Larry Stringer of Owasso, three grandchildren, Dana Stringer of Owasso, Ethan Stringer of Tulsa, and Regina Howell and her husband Davy of Norman, two great-grandchildren Dalton Howell of Noble and Allison Howell of Lexington, two great-great-grandchildren, Stephani and Cody Howell of Lexington, and nephews Jay O'Niel and wife JoAnn, and Steve O’Niel and wife Elaine.
